Transportation Woes: Pakistan's Struggle
Transport, meaning the means of transportation, has made our lives so easy that journeys of months are now completed in days, and day-long travels are completed in hours and minutes. However, due to the incompetence of transporters, this convenience is gradually turning into a burden. Yes, I am talking about our beloved country, Pakistan. Where, to say the least, a vast network of 263,775 kilometers of roads is spread throughout the country, including 2,734 kilometers of motorways, yet the condition of vehicles on these roads is not satisfactory. If I talk about the Super Highway in Karachi near my home, both sides are covered with piles of sand. Dust, smoke, and fog are so intense that sometimes the road disappears from sight.
Due to heavy traffic, accidents are happening every day. Especially, large passenger buses, trucks, loaders, dumpers, etc., have made a mess of the road. It is surprising that legally, if there is any defect in your vehicle, for example: its engine is not working properly, or it emits smoke, or there is any other issue that is harmful to people's health, you are not even allowed to bring the vehicle on the road. But when you are on the road, every other vehicle faces the same situation, to the extent that even rickshaws and motorcyclists drive such dangerous vehicles that cannot be described in words.
A good, kind person, if he ventures out on the streets of any major city of Pakistan, especially Karachi, in the morning, will surely bring home with him dozens of diseases in the evening. In conclusion, the vehicles available for transportation are in a very pitiful condition.
نقل و حمل کے مسائل: پاکستان کی جدوجہد
ٹرانسپورٹ یعنی ذرائع نقل و حمل نے جہاں ہماری زندگی کو آسان بنایا ہے کہ مہینوں کا سفر دنوں میں اور دنوں کا سفر گھنٹوں اور منٹوں میں بآسانی طے ہو جاتا ہے، وہیں پر ٹرانسپورٹرز کی نااہلی کی وجہ سے یہ سہولت آہستہ آہستہ وبال جان بھی بنتی جا رہی ہے. جی. ہاں. میں بات کر رہا ہوں ہمارے وطن عزیز ملک پاکستان کی. جہاں کہنے کو تو 263,775 کلو میٹرز پر مشتمل سڑکوں کا ایک وسیع ترین جال ملک بھر میں پھیلا ہوا ہے جس میں 2,734 کلو میٹرز پر مشتمل موٹرویز بھی ہیں، مگر ان سڑکوں پر چلنے والی گاڑیوں کا کوئی پڑسان حال نہیں. میں اگر بات کروں اپنے گھر کے قریب واقع کراچی کی سپر ہائی وے کی تو دونوں اطراف میں ریت کے ڈھیر پڑے نظر آتے ہیں. گرد و غبار، دھول اور دھواں اس قدر زیادہ ہوتا ہے کہ بسا اوقات سڑک ہی نظر سے دھوئیں کے پیچھے غائب ہو جاتی ہے.
ہیوی ٹریفک کی وجہ سے آئے روز ایکسیڈنٹ ہوتے جا رہے ہیں. خصوصاً بڑی مسافر بسیں، ٹرک، لوڈر گاڑیاں، ڈمپر وغیرہ نے سڑک کا بیڑہ غرق کر رکھا ہے. حیرت کی بات ہے کہ قانونی طور پر اگر آپ کی گاڑی میں کوئی نقص ہے، مثلاً : اس کا انجن ٹھیک نہیں، یا گاڑی دھواں چھوڑتی ہے یا کوئی اور ایسا مسئلہ ہے جو لوگوں کی صحت کے مضر ہے تو آپ کو گاڑی سڑک پر لانے کی اجازت ہی نہیں مگر جب آپ سڑک پر نکلتے ہیں تو ہر دوسری تیسری گاڑی کا یہی حال ہوتا ہے حتیٰ کہ رکشہ اور موٹر سائیکل سوار تو اس قدر خطرناک گاڑی چلاتے ہیں کہ جسے لفظوں میں بیان نہیں کیا جا سکتا.
ایک اچھا بھلا انسان اگر پاکستان کے کسی بھی بڑے شہر خصوصاً کراچی میں سڑک پر صبح سویرے نکل جائے تو یقیناً شام کو وہ اپنے ساتھ درجنوں بیماریاں لے کر گھر داخل ہوگا. خلاصہ کلام یہ ہے کہ ٹرانسپورٹیشن کے لیے موجود گاڑیاں انتہائی قابل رحم حالت میں ہوتی ہیں.
Mismanagement in Pakistan's transportation sector
Now let's talk about transporters. That is, our drivers. My belief is that currently in Pakistan, after politicians, the biggest public mafia are those who, by deceiving people, are robbing them of their belongings with both hands, and these are the transporters. Then, all kinds of maritime, land, and air transport come into play. Pakistan's air transport, PIA (Pakistan International Airlines), which once used to make the world fly by building airplanes, now daily unveils new scandals. Just recently, in a flight from Jeddah, the airport authorities left 50 passengers stranded at Jeddah Airport due to the aircraft being small. This is the highest example of mismanagement.
If we talk about maritime travel, you can only see leased boats and so on with regular technology at sea in Karachi or at some nearby ports. Otherwise, people still swim across the country's rivers and streams or cross by boats with oars or paddleboats. Meanwhile, in developed countries, the latest boats for maritime travel are always ready for urban use. Because most people are afraid of maritime travel, this aspect is also not given attention.
After air and maritime travel, when we talk about land travel, we have two options. The first is intra-city and the second is inter-city. Both types of travel have been made a torment for the public by transporters.

اب بات کرتے ہیں ٹرانسپورٹرز کی. یعنی ہمارے ڈرائیورز کی. میرا یہ ماننا ہے کہ اس وقت پاکستان میں سیاست دانوں کے بعد جو سب سے بڑا عوامی مافیا ہے، جو لوگوں کو دھوکہ دے کر ان سے دونوں ہاتھوں سے مال لوٹ رہے ہیں وہ یہ ٹرانسپورٹ والے ہیں. پھر ٹرانسپورٹ میں ہر قسم کی بحری، بری اور ہوائی ٹرانسپورٹ آجاتی ہے. پاکستان کی ہوائی ٹرانسپورٹ PIA پاکستان انٹرنیشنل ائیر لائنز جو کسی زمانے میں دنیا کو جہاز بنا کر دیا کرتی تھی، اب روزانہ اس کے نت نئے کارنامے سامنے آ رہے ہوتے ہیں. ابھی حال ہی میں جدہ سے آنے والی فلائیٹ میں پی آئی اے انتظامیہ نے 50 مسافروں کو جہاز چھوٹا ہونے کی وجہ سے جدہ ائیر پورٹ پر ہی چھوڑ دیا. یہ بدانتظامی کی اعلیٰ ترین مثال ہے.
اگر بحری سفر کی بات کریں تو صرف کراچی کے سمندر میں یا قرب و جوار کے کچھ پورٹس پر آپ کو باقاعدہ ٹیکنالوجی سے لیس بوٹس وغیرہ دیکھنے کو ملتی ہیں. ورنہ ملک بھر میں موجود دریاؤں ندی نالوں کو لوگ آج بھی تیر کر یا چپو والی کشتیوں کے ذریعے پار کرتے ہیں. جبکہ ترقی یافتہ ممالک میں شہروں میں جدید ترین بوٹس ہر وقت بحری سفر کے لیے تیار رہتی ہیں. چونکہ زیادہ تر لوگ بحری سفر سے ڈرتے بھی ہیں اس لیے اس طرف توجہ بھی نہیں دی جاتی.
فضائی اور بحری سفر کے بعد جب ہم بات کرتے ہیں بری یعنی زمینی سفر کی تو ہمارے پاس دو طرح کے آپشن آتے ہیں. پہلا اندرون شہر اور دوسرا بیرون شہر. دونوں طرح کے سفر کو ٹرانسپورٹرز نے عوام کے لیے عذاب بنا کر رکھا ہوا ہے.
The Harsh Realities of Travel in Pakistan
When it comes to urban travel, you either have to choose public transport or buy your own private vehicle, or you have to book a ride. If we talk about public transport, its conditions are so bad that you can depict it well in the poetry of Syed Zameer Jafri's 'Traveling on Karachi's Bus'. Now the situation is so bad that when you board the bus, your pocket will be full, but when you get off, it will be empty. Your belongings get stolen. Sometimes, due to lack of space on the bus, you have to stand and travel for hours. There are pushings and various other troubles to face. Along with all these troubles, you also have to pay a high fare. They charge extra for their whims and fancies. They exploit the increasing prices of petrol, diesel, and CNG by charging much more than the actual fare, and resort to thuggery if not paid, threatening passengers. The behavior of drivers and conductors is often extremely unpleasant. They don't even refrain from fighting with women and elderly passengers. Either the bus doesn't run, and if it does, it races and doesn't stop at the intended destination. Then many passengers end up getting injured while getting off. This is the state of public transport.
If you opt to book a private car and travel, it still costs you more than public transport. You have to pay separately for the car rental, petrol, your food and drink expenses, waiting charges, and tolerate harassment and thuggery separately. Deception is so common that they deceive you with your stated fare. They first quote a figure, and when the passenger becomes desperate and obliges, they demand an additional amount, otherwise they drop you off at the wrong place.
Now, if someone is a local, they might be familiar with the route, but if someone is a foreigner, for example, a tourist comes to Pakistan and travels in a local bus, then imagine how much trouble they will have to face if the driver or rickshaw driver drops them off at the wrong place. And it is absolutely true that drivers do this. They drop you off at one place, indicating another. They start demanding more money when they see someone unfamiliar. Just recently, some foreign tourists visited Pakistan, and they also had to face such situations. It is a matter of shame for me and all of us as Pakistanis that a guest comes to our country, and we deceive them, harass them, and cause them financial and personal loss.
پاکستان میں سفر کی تلخ حقیقتیں
اندرون شہر کی بات کی جائے تو آپ کو ایک جگہ سے دوسری جگہ جانے کے لیے یا تو پبلک ٹرانسپورٹ کا انتخاب کرنا پڑے گا یا پھر آپ اپنی پرائیویٹ گاڑی خریدیں گے یا پھر بکنگ کروا کر جانا پڑے گا. اگر بات کریں پبلک ٹرانسپورٹ کی تو اس کے حالات اتنے برے ہیں کہ آپ اس کی عکاسی سید ضمیر جعفری کی نظم "کراچی کی بس میں سفر ہو رہا ہے" میں بخوبی کر سکتے ہیں اور اب بدامنی اس قدر ہو چکی ہے کہ بس میں چڑھتے وقت تو آپ کی جیب بھری ہوگی مگر اترتے وقت آپ کی جیب کٹ چکی ہوگی. آپ کا سامان چوری ہو جاتا ہے. بسا اوقات بس میں جگہ نہ ہونے کی وجہ سے آپ کو کھڑے رہ کر گھنٹوں کا سفر کرنا پڑتا ہے. دھکے کھانے پڑتے ہیں اور طرح طرح کے مصائب کا سامنا کرنا پڑتا ہے. ان سب مصائب کے ساتھ ساتھ آپ کو مہنگا کرایہ بھی دینا پڑتا ہے. اپنی من مانی مرضی کا اضافی کرایہ وصول کرتے ہیں. پیٹرول، ڈیزل اور سی این جی کی بڑھتی قیمتوں کا بہانہ کرکے اصل کرایہ سے کئی زیادہ وصول کرتے ہیں اور نہ دینے پر بدمعاشی پر اتر آتے ہیں اور مسافروں کو دھمکایا جاتا ہے. ڈرائیورز اور کنڈکٹرز کا رویہ اکثر انتہائی نازیبا ہوتا ہے. خواتین اور بزرگوں کے ساتھ لڑائی کرنے سے بھی نہیں چوکتے. یا تو بس چلتی ہی نہیں ہے اور اگر چلتی ہے تو پھر ریس لگا لی جاتی ہے اور مسافر کی منزل مقصود پر رکتی نہیں ہے. پھر کئی مسافروں کو تو اترتے وقت گر کر چوٹ بھی لگ جاتی ہے. یہ تو پبلک ٹرانسپورٹ کا حال ہے.
اگر آپ پرائیویٹ گاڑی بک کروا کر لے جائیں تو آپ کو پبلک ٹرانسپورٹ سے بھی مہنگی پڑتی ہے. آپ سے گاڑی کا کرایہ الگ، پیٹرول کا کرایہ الگ، اپنے کھانے پینے کا خرچہ الگ، انتظار کا کرایہ الگ، دھونس اور بدمعاشی الگ سے برداشت کرنی پڑتی ہے. دھوکہ دہی اس قدر عام ہے کہ اپنی کہی ہوئی بات سے مکر جاتے ہیں. پہلے ایک رقم طے کرتے ہیں اور جب مسافر مجبور ہو جاتا ہے اور ان کے رحم و کرم پر ہوتا ہے تو اس سے منہ مانگی رقم وصول کرتے ہیں ورنہ غلط جگہ اتار دیتے ہیں.
اب اگر کوئی مقامی فرد ہو تب تو وہ راستے سے واقف بھی ہوتا ہے لیکن اگر کوئی غیر مقامی ہو، مثلاً کوئی سیاح پاکستان آجائے اور مقامی لوکل گاڑی میں سفر کرے، پھر گاڑی والا یا رکشے والا اسے غلط جگہ اتار دے تو سوچیں اسے کس قدر پریشانی کا سامنا کرنا پڑے گا؟ اور یہ بات بالکل حقیقت ہے کہ ڈرائیورز ایسا کرتے ہیں. ایک جگہ کا بتا کر دوسری جگہ پر اتار دیتے ہیں. بندہ کو انجان دیکھ کر زیادہ پیسوں کا مطالبہ کرنے لگتے ہیں. ابھی حال ہی میں کچھ غیر ملکی سیاحوں نے پاکستان کا سفر کیا تو انہیں بھی ایسے حالات کا سامنا کرنا پڑا. یہ میرے لیے اور ہم سب کے لیے بحیثیت پاکستانی ایک شرم کی بات ہے کہ کوئی مہمان ہمارے ملک میں آئے اور ہم اس کے ساتھ دھوکہ کریں، اسے زود و کوب کریں اور جانی و مالی نقصان پہنچائیں.
Challenges of Urban Travel
When it comes to urban travel, the challenges one faces while traveling from one city to another are unparalleled. People typically use trains or buses for intercity travel. Train travel isn't considered safe due to the deteriorating condition of trains. Trains are often subject to delays, sometimes even extending to 15 to 20 hours. Additionally, facilities like water and electricity are limited on trains.
Moreover, Pakistan has a limited railway network, so buses are primarily used for transportation. In some major cities like Lahore, Islamabad, etc., there are metro buses or high-speed trains available. Similarly, in some major cities like Karachi, Islamabad, Lahore, Multan, etc., you can find good bus services. However, outside these cities, traveling by bus can be a nightmare.
Initially, you struggle to find a seat while booking, and if you do find one, it's usually expensive. Then, when you board the bus on the scheduled day and time, the hassle of overcrowding and cramming your belongings like sheep follows. Sometimes, they show you a ticket for one bus and then make you board another. Stops along the way are frequent, and often you're served unpalatable food in the name of meals.
Many buses lack AC, or it malfunctions. Moreover, drivers sometimes smoke cigarettes, play loud music, or behave rudely, ruining your journey. One feels grateful when the journey finally ends and they're relieved from the ordeal of traveling by bus. I pray to God to protect us all from their harm.
Exploiting the plight of helpless passengers, transporters rob them blind. Neither their conscience nor any compassion restrains them. Transporters are involved in all sorts of wrong and illegal activities.
شہری سفر کے چیلنجز
اندرون شہر کے حالات تو ہیں ہی سنگین لیکن جن مشکل حالات کا آپ کو ایک شہر سے دوسرے شہر جاتے وقت سامنا کرنا پڑتا ہے، اس کی تو کوئی نظیر شاید دنیا بھر میں نہ ہو. ایک شہر سے دوسرے شہر جانے کے لیے لوگ ٹرین یا بس کا استعمال کرتے ہیں. ٹرین کا سفر بھی ٹرینوں کی خستہ حالی کی وجہ سے محفوظ تصور نہیں کیا جاتا. ٹرینیں اکثر تاخیر کا شکار ہو جاتی ہیں اور بسا اوقات تو 15 سے 20 گھنٹے بھی لیٹ ہو جاتی ہیں. پھر ٹرین میں ہوا پانی بجلی وغیرہ کی سہولت بھی کم ہی ملتی ہے.
علاوہ ازیں پاکستان میں ٹرین کی پٹریوں کا جال بہت محدود ہے اس لیے زیادہ تر نقل و حمل کے لیے بسوں کا استعمال کیا جاتا ہے. جس طرح چند بڑے شہروں میں جیسے: لاہور، اسلام آباد وغیرہ میں میٹرو بس یا تیز رفتار ٹرینیں موجود ہیں. اسی طرح چند بڑے شہروں میں مثلاً : کراچی، اسلام آباد، لاہور، ملتان، وغیرہ میں آپ کو اچھی بس سروسز بھی مل جاتی ہیں. مگر ان شہروں کے علاوہ آپ نے پاکستان میں کہیں بھی سفر کرنا ہو تو بس والے آپ کو دن میں تارے دکھا دیتے ہیں.
پہلے پہل تو آپ کو بکنگ کرواتے وقت سیٹ ہی نہیں ملتی اور اگر ملتی ہے تو مہنگی قیمت میں ملتی ہے. پھر مطلوبہ دن اور وقت میں آپ کو گاڑی پر سوار ہوتے وقت جو پریشانی اٹھانی پڑتی ہے، آپ کا سامان بھیڑ بکریوں کی طرح دھکیل دیا جاتا ہے. کبھی کبھار آپ کو ایک گاڑی کی ٹکٹ دکھا کر کسی دوسری گاڑی میں بٹھا دیا جاتا ہے.
راستے میں جگہ جگہ گاڑی روک دی جاتی ہے. کھانے کے نام پر اپنے کمیشن کی جگہ آپ کو بدذائقہ کھانا کھلایا جاتا ہے. کئی گاڑیوں میں تو اے سی کی سہولت بھی نہیں ہوتی یا پھر اے سی خراب ہوتا ہے. اوپر سے ڈرائیورز کبھی سگریٹ پینے لگتے ہیں، کبھی گانے لگا دیتے ہیں اور کبھی کسی اور طریقے سے آپ سے بدتمیزی کرکے آپ کا سفر خراب کرتے رہتے ہیں.
انسان شکر کرتا ہے کہ جب اس کی منزل آتی ہے اور اسے گاڑی کے عذاب سے نجات ملتی ہے. میں تو کہتا ہوں کہ اللہ ہم سب کو ان کے شر سے بچائے. یہ مجبور مسافروں کی مجبوری کا فائدہ اٹھا کر انہیں خوب خوب لوٹتے ہیں. نہ ان کا ضمیر انہیں جھنجھوڑتا ہے اور نہ ہی انہیں کسی پر رحم آتا ہے. ہر قسم کے غلط اور غیر قانونی کام میں ٹرانسپورٹرز ملوث پائے جاتے ہیں.

The Path to Fair Transportation
I believe that ultimately, when people resort to lying, cheating, and causing distress to others, what good do they achieve by earning a few extra pennies? By earning ill-gotten money, compromising their integrity, deceiving people, and engaging in fraud, if someone manages to make a little extra, they ultimately end up suffering significant losses elsewhere, and that money is lost there. We all have a responsibility in this regard.
Whenever we travel and witness injustice being done to helpless and vulnerable passengers, we should stand up for them. Every drop counts in making a river. If we all join hands and make an effort, we can rein in this transportation mafia. The biggest role in this lies with government institutions. All issues related to transportation and transporters can easily be resolved at the governmental level, but even officials in high positions remain silent by accepting commissions from these transporters.
The government needs to ensure that government buses operate nationwide. Adequate facilities should be provided. When government buses enter the market, only then will we be free from the tyranny of these capitalists. Our roads will be better, people will be better, travel will be better, and goods will reach on time, leading to a happier country and its people. Many other problems related to traffic and transportation will also be easily solved, and this will be a revolutionary step towards a prosperous Pakistan.
منصفانہ نقل و حمل کا راستہ
میں یہ سوچتا ہوں کہ آخر جھوٹ بول کر، دھوکہ دے کر، لوگوں کو تکلیف میں مبتلا کرکے اگر یہ لوگ دو چار پیسہ اضافہ کما لیتے ہیں تو انہیں اس سے بھلا کیا حاصل ہو جاتا ہے؟ حرام پیسے کما کر، اپنا دین ایمان بیچ کر، لوگوں کو دھوکہ دے کر، جعل سازی کرکے، اگر کوئی دو چار پیسے کما بھی لیتا ہے تو اسے دوسری جگہ کسی بھاری نقصان سے دوچار ہونا پڑ جاتا ہے اور یہ پیسہ وہاں پر لگ جاتا ہے.
اس سلسلے میں ہم سب کی ذمہ داری ہے، جب بھی ہم سفر کریں اور یہ نظر آئے کہ کسی مجبور و بے بس مسافر کے ساتھ ظلم ہو رہا ہے تو ہم اس کا ساتھ دیں. قطرہ قطرہ دریا بنتا ہے. اگر ہم سب مل کر کوشش کریں تو اس ٹرانسپورٹ مافیا کو لگام دے سکتے ہیں.
اس میں سب سے بڑا کردار حکومتی اداروں کا ہے. ٹرانسپورٹ اور ٹرانسپورٹرز کے تمام مسائل کو حکومتی سطح پر آسانی سے حل کیا جا سکتا ہے مگر اونچے عہدوں پر فائز افسران بھی ان ٹرانسپورٹرز سے اپنا کمیشن وصول کرکے اپنی زبان بند رکھتے ہیں.
حکومت کو چاہیے کہ پاکستان بھر میں سرکاری سطح پر بسیں چلائی جائیں. مناسب سہولیات دی جائیں. جب سرکاری بسیں مارکیٹ میں آئیں گی تب ہی ہمیں ان سرمایہ داروں کی پرائیویٹ اجارہ داری سے چھٹکارا ملے گا. ہماری سڑکیں ٹھیک ہوں گی، لوگ ٹھیک ہوں گے، سفر اچھا ہوگا، اور مال بروقت پہنچے گا تو ہمارا ملک اور اس کے عوام خوشحال ہوں گے اور دیگر کئی مسائل کے ساتھ ساتھ ٹریفک اور ٹرانسپورٹ سے متعلقہ مسائل بھی بڑی آسانی سے حل ہو جائیں گے اور یہ ایک بہت بڑا انقلابی عمل ہوگا جو ترقی یافتہ پاکستان کی جانب بڑھتا ہوا قدم ہوگا.
