For me, it sounds exciting, because such series as Dragon Ball Daima or One Piece need huge teams, and an additional studio is a chance for even greater quality and less overload of creators.
Toei admits that the reason for this decision is the real lack of creative power in the anime industry. In recent years, more and more companies have had to outsource work to foreign studios, which has increased costs and extended production. Osaka was chosen by accident. Kansai is a region full of talent and art schools. The new studio is intended to become a place where creators will not have to move to Tokyo, but will find the opportunity to develop closer to home.
Toei also focuses on flexible forms of work. Thanks to new digital tools, developers will be able to perform some tasks remotely. This is another step towards a more modern approach to animation, where space does not limit creativity.
Looking at it all, I think Toei's decision is not only industry news, but also a signal that anime is entering a new phase. Not only Tokyo, but also Osaka will become the heart of animation. And who knows, maybe this studio will create a series that in a few years we will remember the same as today we remember the classics.
