Yeah, but that still fails to explain the absence of good old public trash bins. Especially since there are A LOT of people employed by the city into what appear as pure BS jobs such as shouting instructions in megaphones. In Japanese only, so I couldn't understand what they were saying.
I survived unscathed and unfined, which tends to indicate that those instructions are basically common sense, and paying people to sit at crossings and shout them in megaphones is useless.
So why not employ those people to empty public trash bins instead? It would be a LOT more useful!
