Strategic outlook 2026
What are our desirable objectives for 2026, what is our capacity and how to increase it, ranking the objectives pragmatically based on expected capacity
We discussed in turn our six "workstreams"
Events
Events are traditionally OffChain's "core activity".
We organise "informal events" - the weekly "Letz'OffChain" laid back, community-building gatherings in one of our "Innopay-enabled" locations. These used to happen every Thursday.
A past "Letz'OffChain" event
This year, based on reflections and input, we are moving these gatherings to Tuesdays instead. The first Letz'OffChain of 2026 will take place Tuesday January 13th at "Le Croque Bedaine"
We also organise "formal events", more elaborate gatherings, for some of which we invited speakers on specific topics of interest to the Web3 community.
Although far from "formal", our Clean Planet initiative required a lot more preparation than a typical Letz'OffChain
This year, the first "formal event" is scheduled for Tuesday, January 20th, at Qosqo Place d'Armes (first time we organise an event there) and will feature a speech and presentation by Niamkey Kouamé about Servichain and the Cauris Web3 wallet
Education
Education, teaching about blockchain, cryptocurrencies and the Web3 is another core activity of OffChain Luxembourg.
This year, our plans is to propose for the first time a series of two linked classes, starting on February 24th with a series of ten 2-hour long evening sessions of "Introduction to Blockchain, Cryptocurrencies and the Web3", to be followed up from March 14th by a series of fourteen 2-hour classes of "Introduction to AI-assisted blockchain programming"
Advocacy
Advocacy was the workstream that saw our biggest success in 2025: the Orange Heart Initiative. We had launched this initiative at the end of 2024, calling for a public, democratic debate about the opportunity for Luxembourg to establish a "Bitcoin Strategic Reserve"
To our great joy, around the summer, our constant, relentless pleading in social media (mostly LinkedIn) caught the eye of a luminary, Mark Tluszcz, CEO of one of the most successful European Venture Capital firms, "Mangrove capital".
Mark echoed our call and even gave credit to us (see image below)
Over the summer holidays, more influential voices chipped in, some in favour and some against the idea. We had no idea where the balance would lean, but had no reason to be particularly optimistic. And then the news fell, in LinkedIn, unexpectedly
The Director of the Government Treasury and General Secretary of the Government Bob Kieffer announces on his LinkedIn profile that "It might make sense just to get some in case it catches on"
At first we didn't quite know what to make of it until, pretty soon, the meaning of that anouncement became clear.
The crowning of it all was indisputably the Minister's of Finance keynote address at the Bitcoin Amsterdam conference in November, where he uttered "Luxembourg HODLs"
With "The Orange Heart" being successfully implemented, we decided to aim at a new and ambitious goal for 2026: advocate for a law to govern the interactions between state and legal structures and decentralized organisations (generically known as a "DAO Law"). We dream of making Luxembourg the first country in Europe (and the world, bar a handful of States of the US) to adopt a "DAO Law".
Innopay
We can say that Innopay, our crypto-payment initiative, centered about fast and feeles HBD payments, was the stream that concentrated most of our efforts in the past year. We went from a rather demonstratory inauguration on Jan 14th, 2025 in Indie's, to four restaurants accepting payments in Bitcoin LN and HBD, with Indie's now having a menu where one can order and pay the restaurant in HBD even without a Hive wallet and account, using a regular credit card
In 2026 we aim to turn this "one-off" into a "software factory" based on a "hub" (wallet.innopay.lu) and where restaurants and shops can come to plug a website as "spokes" with minimal effort. The second spoke is almost ready for "Le Croque Bedaine" (https://croque-bedaine.innopay.lu)
OCLT (Plaza.lu)
This stream was what we thought back in 2024 our "main focus". While we revived the "event-focused" OffChain Luxembourg chapter, we quickly stated our aim of issuing the first MiCA -compliant token in Luxembourg, and did so in June 2024. The next question was, of course, "a token, what for?" so we proposed the Plaza.lu project of a "virtual country", on a governance and economic model inspired by Hive. OCLT would start its life as a typical ITO token to help us raise the funds for developing Plaza.lu
Despite our efforts, we weren't successful: while our target was to raise 990 000€, we only raised about 2000€, mostly from family and friends.
In 2026 we plan to spruce-up our whitepaper to make it compliant with the latest ITS from the EU Commission (2024/2984) and try again, with a second, similar ITO, attempting to learn from our lack of success and try new approaches at funding.
Charity
Our sixth workstream is where there's the least to say, as our very promising project with MSF Luxembourg got mothballed in the Spring of 2025 and was not revived.
Another innovative initiative aimed at local charity failed to take off. Let's see what 2026 brings, but we do not plan to spend a significant amount of effort in this area unless a real demand arises.
Conclusion
All of us, not just the five who joined for the first workshop, are looking forward with excitement at a new year of accomplishments and invite everyone to join our initiatives.
