I watched it with my brother and can say that it is a pretty fun movie! It might not be about as serious as earth-shattering events or solely focused on superpowerful threats as other classic or new movies are, that is what I think that makes it stand out as a movie with a fresh direction and far more enjoyable because of it.
This movie can be summarized as a movie made to please a certain area of the fandom with what they have asked for so long: Piccolo and Gohan being front and center at the action, fights with choreography and cool physical moves instead of relying on beams, and a lot of nods to the classic Dragon Ball and Dragon Ball Z. And there's quite a few fun details and observations I've had, but these would be spoiler territory, so I'll leave those for the section where I mark those with big letters as usual. But outside of that, the review has no spoilers until the indicated moment.
Lo ví con mi hermano y puedo decir que es bastante divertida! Quizás no sea tan seria como eventos que casi destruyan la tierra o enfocado completamente en super peligrosas amenazas como otras películas viejas o nuevas de la franquicia, pero pienso que esto es lo que lo hace resaltar como una película con una dirección fresca y mucho más disfrutable debido a ello.
Esta película puede resumirse como una película hecha para contentar a cierta parte de la comunidad con lo que han pedido por tanto tiempo: Piccolo y Gohan al centro de la acción, peleas con coreografía y movimientos físicos geniales en vez de utilizar mucho los rayos, y muchos guiños a los clásicos Dragon Ball y Dragon Ball Z. Y hay unos cuantos detalles y obseraciones divertidas que he tenido, pero estos serían territorio de spoiler, así que dejaré esos en la sección donde lo marcaré con letras grandes como siempre. A movie that was made for fans and knows it

Something I like form this movie is that while it doesn't happen to be really impresive in the scale of stories (or impactful regarding events with the original manga), the movie leaves it clear with its tone that it is a journey made to be enjoyed in its wackyness because of being exactly that: Not a series or story from a manga, but a movie of almost two hours in that they can do jokes with those characters that had no protagonism in a very long while and nods to previous events
This tone could be compared to what the original Dragon Ball did in having action moments but with a fair share of comedic moments between fights (like Piccolo's confusion with Gamma 02 and his holographic comic attack effects...since Piccolo COULD see those POW effects) as with the moments that lead to these, and despite not being a big action and destruction movie from start to end, I feel it was right for what the plot offered with the return of the Red Ribbon's return through a familiar of the deceased Red from the original series...taking in mind that the powerscaling of the original characters is null compared to what's handled now (see Krillin).
Now, the other reason I say that is because the movie is practically in its basic premise and even in the details, the answer to fans wanting to see Gohan and Piccolo in action with any relevance in something new from the franchise. While Goku and Vegeta already steal quite often the attention of other characters in the current series (and even to a certain extent in DBZ), Gohan and Piccolo's participation in the Tournament of Power (last time seen in animated action before this movie) left disappointed many that wanted to see them do something. And well, with this movie where the excuse of Goku and Vegeta training in Beerus's planet without being interrupted by anything being there (thanks to an empty bucket of ice cream), Gohan and Piccolo finally do something important.
Algo que me agrada de esta película es que mientras que no llega a ser algo increíblemente impresionante en escala de historias (o impactante en eventos que transcurren para el manga original), la película deja claro con su tono que es un viaje hecho para disfrutarse en su locura por ser solo eso: No una serie ni una historia de un manga, sino una película de casi dos horas en el cual pueden hacer chistes con esos personajes que no tenían protagonismo en mucho tiempo y guiños a eventos pasados.
Este tono que puede de cierta forma compararse con lo que hacía el Dragon Ball original en tener momentos de acción pero con momentos de comedia tanto entre las peleas (como la confusión de Piccolo contra Gamma 02 y sus efectos holográficos de comics con sus ataques…porque efectivamente resulta que Piccolo PODÍA ver esos efectos) como los momentos que llevan a estas, y a pesar de no ser una carnicería de acción de principio a fin, siento que fue adecuado para lo que planteaba la trama sobre el regreso de la Patrulla Roja mediante un pariente del fallecido Red de la serie original…tomando en cuenta que la escala de poderes de los personajes originales ya es prácticamente nulo comparado con lo que se maneja ahora (véase Krillin).
Ahora, la otra razón por la que digo eso es porque la película es prácticamente en su premisa básica y hasta en los detalles, la respuesta a los fans de Gohan y Piccolo queriéndolos ver en acción con importancia alguna en algo nuevo de la franquicia. Mientras que Goku y Vegeta de por sí ya suelen robar la atención de la participación de otros personajes en la serie actual (y hasta cierto punto en DBZ), la participación de Gohan y Piccolo en el Torneo de la Fuerza (última vez vistos animados antes de esta película) dejó mucho que desear para los que querían verlos hacer algo en acción. Y bueno, con esta película donde se consiguió la excusa de Goku y Vegeta entrenando en el planeta de Beerus sin ser capaces de comunicarse con la Tierra (gracias a un cubo vacío de helado), Gohan y Piccolo finalmente hacen algo con importancia.

At first it was only Piccolo in action, since Gohan was busy with his studies about scarabs to the point that Piccolo had to go get Pan back from school (and was 3 years old in this movie) and is the one that had the movie story progress here after infiltrating the Red Ribbon after Gamma 02's attack and learning of their plans to create a new dangerous artificial lifeform after tricking Dr. Gero's niece, Dr. Hedo.
Skipping a particular detail with this plot to leave it for the spoiler section (since its funny but wouldn't be as funny if you haven't watched it the movie and find about it here), it is adorable to see Piccolo training Pan like he did with Gohan (though Gohan had it harder with "father" Piccolo unlike now with Pan and "grandpa" Piccolo), but Gohan's hidden potential is mentiouned at times by him even though he slowly stops believing in it due to his inaction by studying (the joke is that Gohan doesn't really fight since Z ended and that being a long joke not being too funny for those waiting to see him do more in Resurrection of F and the Tournament of Power), until the moment of truth comes when he finds out about Pan being kidnapped by the Red Ribbon, where Gohan INMEDIATELY gets angry and activates his power to go straight into fighting with them.
The show of strength from Gohan (unleashing his long-time hidden potential) alongside Piccolo (who unlocks his own hidden potential with...a certain method) against the Gamma that are comparable to the Androids in strength against hte protagonists (but constrast with them in their introductions as they aren't evil, but only fooled to fight the protagonists) and resulting in fights with interesting coreographies that don't overdoit with beams and instead focus on close combat fighting moves. And if this doesn't sound cool to you, then you should have seen when Gohan used a wrestling move...
There's a clear tension present in the final act of the movie, which could be said that's lessened if you can predict how it will really end, but makes it interesting in pushing the fighters to give all to finish their last enemy, in the same way it gives a very familiar essence for veterans of the franchise when this happens.
And how does all of this unfold, you might ask? That's crossing over the spoiler section, so if you don't want to spoil yourself then don't keep going. If you already watched it (or don't care about spoilers), then go ahead. In any case even without the spoiler notes, I can say that the movie is pretty fun and enjoyable (specially with friends), though obviously not an absolute masterpiece regarding story and life lessons. I would just say that it is definitely worth watching, so pay attention to my advice if you do want to and return here later after having watched it.
Al principio definitivamente era nada más Piccolo en acción, ya que Gohan seguía en sus estudios sobre escarabajos al punto de que Piccolo era quien estaba pendiente de buscar a su hija Pan (quien en esta película tiene 3 años) y prácticamente ser el que progresa la historia de la película al infiltrarse en la Patrulla Roja después del ataque de Gamma 02 y aprender de sus planes para hacer una forma de vida artificial muy peligrosa al estar engañando al nieto del Dr. Gero (el Dr. Hedo).
Omitiendo un detalle particular en esta trama para dejarlo en la sección con spoilers (ya que es gracioso pero no tendría mucha gracia si no has visto la película y te enteras de esto), es adorable ver a Piccolo entrenando a Pan así como lo hacía con Gohan (aunque Gohan la tuvo mucho más difícil con su "papá" Piccolo a diferencia de Pan con el "abuelo" Piccolo de ahora), mientras que se menciona en veces el potencial oculto de Gohan en el que pronto deja de creer al ver su inanición por los estudios (el chiste de que Gohan ya no hace nada para pelear desde que terminó Z lleva siendo un chiste bastante largo y no muy chistoso para los que esperaban más de el en películas como Resurrección de F y el Torneo Supremo), hasta que cuando llega el momento de la verdad del enterarse del secuestro de Pan por la Patrulla Roja, Gohan INMEDIATAMENTE se carga en ira y activa su poder para ir directo a la pelea contra ellos.
El despliegue de fuerza que muestran Gohan (desatando su potencial oculto que ya estaba ahí desde hace mucho) y Piccolo (que consigue desatar el suyo mediante…ciertos medios) contra los Gamma que son comparables con los Androides en su fuerza de pelea contra los protagonistas (pero contrastan con estos en sus inicios al no ser malvados en sí, sino engañados para pelear con los protagonistas) resulta en peleas con coreografías interesantes en que no se afincan en utilizar muchos los rayos sino en movimientos de lucha de cuerpo a cuerpo. Y si esto no te suena algo genial, entonces deberías haber visto cuando Gohan hizo un movimiento de lucha libre.
Se hace presente una tensión en el acto final de la película, pero el cual podría decirse que es disminuido si puedes predecir como va a terminar realmente, pero que es interesante al impulsar a los luchadores a dar absolutamente todo para acabar con el último enemigo, al igual que dar con una esencia muy familiar para veteranos de la serie en cómo se lleva a cabo.
¿Y cómo es que sucede eso, te preguntarás? Eso ya es cruzando la sección de spoilers, así que si no quieres spoilearte la película entonces no procedas. Si ya la viste (o no te importa eso), entonces pase adelante. En cualquier caso aún sin las acotaciones con spoilers, puedo decir que la película es divertida y disfrutable especialmente con amigos, aunque obviamente no es una obra maestra en lo que se llama historia y lecciones de vida. Solo que diría que si vale la pena ver, así que haga caso si planea hacer eso y regrese aquí después de haberla visto.

Gohan versus Cell 2: Electric Boogaloo
Remember when I said the Red Ribbon kidnapped Pan?
Well, that was something they attempted on their plan, but Pan could easily knock out the human soldier sent to get her, and the whole kidnapping was part of Piccolo with her to force Gohan to do something.
Yes, the movie really can be summarized in certain points as "Gohan, please do something already: The movie", though before Piccolo did that, he could unlock his hidden potential as an alternative plan with the Dragon Balls (while the two other wishes were used up by Bulma...to make herself look younger) that led to his Orange Piccolo transformation against the Gamma.

In the middle of these fights, everybody eventually realizes the evil intentions of Magenta, who controlled Hedo and his creations for his revenge against Goku's partners, and gets away to the laboratory where this dangerous creation he asked for to Dr. Hedo was at: Cell Max.
Because yes, after Freezer and Broly, now its time for Cell to come back, and while Hedo could easily take care of Magenta (he got shot, but used the tricks he showed at the beginning of the movie to harden his skin as an anti-bullet solution and poisoning with his robot bee), he frees Cell Max before dying and gets this Second Form Cell but red, giant and compeltely unstable to do destruction, blowing up the Red Ribbon's baes and being the last enemy Gohan, Piccolo and the two Gammas along with others that arrived had to fight (Android 18, Krillin, and even Goten and Trunks as teens.)
En medio de las peleas, todos eventualmente se dan cuenta de las malas intenciones de Magenta, quien controlaba a Hedo y sus creaciones para llevar su venganza contra los compañeros de Goku, y escapa al laboratorio donde se encontraba esta peligrosa creación pedida por el a Hedo: Cell Max.

This is where the "Gohan versus Cell 2" part comes in: The rest of the characters eventually end up defeated so only Piccolo remains against him using a technique to turn giant (which is mentioned to be from the first fight he had against Goku...in other words from the original Dragon Ball, so they indeed pulled a very old and forgotten technique here) while Gohan charges his power to the maximum.
And then Cell Max defeats Piccolo, making Gohan watch what seemed to be his father (Goku who?) dead in front of his eyes without having done anything, making his anger blow up and breaking his limits at activating a new transformation to take revenge and overcome Cell Max's strength until finishing him off.
...Yes, it is basically the same that happens with Teen Gohan and Android 16 when they fought the original Cell and transformed in Super Saiyan 2, to the point that there's a background animation almost identical for that moment when he loses it with a beam crossing through his head before transforming. Only that back then it was a red beam over a black background...and now it is a black beam over a red background (and better animated).
While that does sound basic, I think that it works better when you watch it than when explained, since of course it hits much more when it happens at the moment of intensity and characters screaming in the moment in motion, but as I said, this is what comes from the idea of the movie trying to bring back moments frmo the past and give new glory to the old Gohan and Piccolo, which must have been cool at the moment both for newcomers that hadn't watched the original series, as well as for those that did and recognized what was going on (though likely a few people did do acknowledge that but as nothing but a retread).
En esto es que llega la parte de “Gohan versus Cell 2”: El resto de los personajes terminan derrotados así que solo queda Piccolo enfrentándose contra el usando una técnica de convertirse gigante (que es mencionado que viene del primer enfrentamiento que tuvo con Goku…ósea del Dragon Ball original, así que sí que sacaron una técnica vieja y olvidada para esto) mientras que Gohan intenta cargar su poder al máximo.

Solo que en ese entonces era rojo con un fondo negro…y aquí era negro con un fondo rojo (y mejor animado).
Mientras que podrá sonar básico, siento que eso sucede al intentar explicarlo en forma de palabras lo que ves, ya que obviamente funciona mucho mejor en el momento con la intensidad y los gritos de los personajes en movimiento, pero como dije, eso a mí me parece que viene parte de la idea de esta película siendo material para hacer alusiones a eventos pasados y darle nueva gloria a los viejos de Gohan y Piccolo, lo cual debe haber sido genial en el momento tanto para nuevos que no han visto la serie original, como aquellos que lo hicieron y se dieron cuenta de que estaba haciendo (aunque probablemente alguno que otro definitivamente lo reconoció como un refrito nada más).

Well, no one except Gamma 02 who died with the passion of a superhero using a final attack trying to defeat Cell Max in one go (but only took off one of its arms, so Piccolo had to do what he did and Gohan had to do what he did...well, the thought is what counts).
And it all ends with Pan being able to fly (after being shown unable to fly at the beginning, though she could run a lot), Dr. Hedo and Gamma 01 being hired by Bulma at her cosmetic department (because Bulma needs SOMETHING that isn't the Dragon Ball wishes for skin care), and a last view of the characters (including Goten and Trunks doing the fusion properly...which they don't show at the end; they did transform before but did it wrong and end with the fat form) before the first credits.
And then at the post credits are Goku and Vegeta finishing their no beams or transformations training fight that they started at the middle of the movie, which looked spectacular...and now both were so tired that it ended in a very slow trade of punches.
Vegeta won.
Goku fell by Vegeta's punch and Vegeta won at the end, and even Lemo and Broly who were watching the fight started crying.

Y entonces los post-creditos son Goku y Vegeta terminando la pelea que empezaron en media película de entrenamiento sin rayos de ki ni transformaciones, que en ese momento se veía espectacular como pelea…y a este punto se encontraban tan agotados que terminó en un intercambio de golpes super lentos.
Vegeta ganó.
Gokú cayó por el golpe de Vegeta y al final Vegeta ganó, que incluso Lemo y Broly que estaban viendo empezaron a llorar.
Conclusion
...What did I tell you? A movie for the fans! For those that wanted to see Gohan and Piccolo do something important, see Goten, Trunks and Pan grow up and do something, have a new Gohan transformation with all his often mentioned potential since many times ago (and Piccolo's new form), and that for ONCE in his entire life Vegeta could win Goku in a fight. This is why I think it was a very fun movie taking advantage of being a movie: Things that can be done with large animation budget (and stilized 3D animation) and events that the manga authors normally wouldn't think in doing soon.
Though it seems that at least the next Dragon Ball Super arc in the manga will be about teen Goten and Trunks!
Special credits to Luis Manuel Ávila, mainly known for being an actor (and one of his most notable work being Junior from the "Familia P. Luche" show...and if it looks silly if you look it up, then yes, it is, but it is true), for making an excellent job as the voice of Gohan in the Latin American dub, both on his own rights and for making a very similar interpretation to the very long-known voice of Luis Alfonso Mendoza, who dubbed Adult Gohan for so long in Latin America until he unfortunately passed away in 2020 (rest in peace).
...¿Qué les dije? ¡Una película para los fans! Que más querían tanto que ver a Gohan y Piccolo hacer algo importante de nuevo, ver a Goten, Trunks y Pan crecer y hacer algo, tener a un Gohan transformado con todo su potencial tan hablado desde tiempo inmemoriales (y la nueva forma de Piccolo)…y que por UNA vez en su vida Vegeta le ganara a Goku en una pelea. Es por ese motivo que pienso que fue una película divertida aprovechando de ser una película: Cosas que pueden pasar con presupuesto de animación más elevada de lo usual (además de utilizar un 3D estilizado) y eventos que normalmente los autores del manga y del anime no pensarían en hacer pasar pronto.
Aunque al menos parece qeu el siguiente arco de Dragon Ball Super será sobre Goten y Trunks adolescentes!
