In the late 1990's, ECW had to continue to cement itself as the 18+ pro wrestling promotion. One way was having three of its best-known roster members (RVD, Sabu, and manager Bill Alfonso) featured in High Times Magazine. Obviously, this is in direct opposition to the "family friendly" business model (to varying degrees) which were are a part of then-WWF (now WWE) and WCW.
Many wrestling fans have seen this image, mistaking it for the cover of the issue; but in actuality it appeared inside a magazine which had Ozzy Osbourne on the front cover. Here is a screenshot of the article inside the magazine's issue:

Other articles included several things such as 420-oriented TV episodes, a commercial growing operation (possibly tied to a dispensary), a MLK story, and more.
Again this still is a controversial topic to many people, even 25+ years later. This was shared simply to give some history and context regarding the three wrestlers'/manager's appeal to some of the ECW fan base. It also helped to cement RVD being the first proponent of that lifestyle on a public basis, with the company going so far as to make merchandise (with the company's logo) such as RVD's "I Just Smoked Your A**" and similar t-shirts:
