The reason being that internet is full of scam sites offering you everything for free and also claim to do work for you. And most of them fall for it.
Honestly, you will have to invest either your time or some amount of money. But that doesn't guarantee you anything.
The reason being many jump from one opportunity to another quickly to earn a quick buck without putting enough effort and time on it.
As they say, the next shiny thing offers the world.
Many fall to the promises made, without actually doing any investigations or analysis.

You will still need a small budget for advertising and few good tools to help with your promotion.
So, does that mean i cannot earn.
