Interesting concept, and a politics front end would be quite a topical place. For the tokens, I'd see what LeoFinance is cooking up, I think a proper decentralized token creation system may be coming. Hive account@disregardfiat is also working on this area, as alternatives to Hive Engine.

Hive account@nealmcspadden has some experience with trying to start up a politics front end, just prior to the STEEM/HIVE wars and fork. Hive account@themarkymark and Hive account@whatsup were involved in that project also, could have some insights for you.
