Social aid office is required with such town?

Hi All

maybe I am not aware of Hive account@dcitygame evolution, but I can see my population is no more increasing with popularity as before, so even I have almost 2000 happy people, my population is not increasing as before.

So what use of Social Aid Office for such town?

If I buy any kind of not pop cards, my population is no more able to cover it, so I have to buy every time a basic home to cover it, so I think Social Aid Office for my town kind is useless.

Here I am going to check if someone is interested on this card, I am ready to sell it to the best offer.
