Splinterlands actually made KE under 3 a requirement for their curation through the efforts of Hive account@azircon. Perhaps other curation groups should do the same. Some exceptions are obviously warranted, but in general a review of author KE ratio and encouragement to not extract everything would be beneficial to Hive.
