A friend of mine, who was born in Finland and lived there until the age of 17, but later came to Turkey, wanted to visit his older sister, who lived there 18 years later. This friend of mine still has Finnish citizenship. However, he did a lot of paperwork for about 6 months, just as you mentioned. He was able to go to Finland only 8 months after the first application. I don't understand what they are doing, what they want. This is really weird.
