SPS demand doesn't translate back to DEC demand.

That is my main concern with the proposal and the flywheel in general. I think it's vital that we focus on creating more true DEC demand (not arbitrary fees and taxes) in as many places as we can.

I keep looking at this spike in DEC supply since the CA sale. This needs to be diminished.
