I think that the US, or more specifically New York, might have reacted the worst to the virus, mostly because of Trump's actions. The New York City Council did a pretty good job, I think, but he was held back by Trump's way of working.
In general, I think it's too early to make a final decision here. It will take at least another year before all numbers are properly analysed and we can start drawing conclusions.
