Initially Hashirama intended to make Madara a village leader, but this suggestion was rejected by high officials who wanted a democratic leader election. Madara's love for Konoha turned hateful and turned to destroy it. Fortunately, Hashirama managed to stop Madara before he managed to touch the village.
In the end, the village that was formed through dreams and succeeded at the expense of a lot of blood, sweat and tears can still survive until the era of the seventh generation. And now, only the next generation will determine the fate of the village and the integrity of the shinobi world.
