This cat is the leader and brain of this desert. He is in charge of all the actions taking place. It is the most powerful cat in the world. He is also wise in spending the budget. That is why the aliens are trying to capture him and take him in their world. Hoping that the cat can help to further develop the place of the aliens.
The cat is serious in developing this desert and he has a lot of plan for it. I am not sure if the aliens can convince him to join them at their place.
