Before I get into this post I want to make it clear we are all testers in the game at this stage and there are bound to be some issues that pop up. The good thing is the team listens to feedback as is willing to adjust/come up with solutions, etc.
Is my $1 account stuck? For now yes it is. Allow me to explain the best that I can. Though please note this is a temporary setback and there are solutions.
The situation: I "saged out" meaning I have 3 aliens in the birth slot of my 1 alien. This means though I have a dowager balance 1. I am not eligible because there are no more birth spots for additional aliens to fall into. 2. I am not able to claim achievements because the THREE in your dowager account counts toward account wealth and claiming achievements is too expensive right now by a factor over 3x.
This is a bad position to be in. I didn't do anything "wrong" I played the game.
This is not an unsolveable problem. If I were a brand new player (and didn't know/trust the team)and this was my only account I'd probably be a little upset/frustrated. It would likely kill the game for me. So it's both not a big deal (for me)and kind of a big deal (for others)
There are ways to prevent this from happening. Clear communication could have prevented this(like with the using building tokens for the first upgrade, do NOT do that. It makes future upgrades very expensive) or even locking some aspects of the game until certain criteria are met. For instance if I needed to have two or even 3 aliens before I was able to build anything , this problem would not have happened. This is just one example.
I am confident a solution will be implemented. They are aware of the issue and are working on communicating some things better so folks don't end up in this situation.
Ok, so how do I get out of this?
The free way: I simply play the game. Search for blueprints (there are supposed to be other ways to earn as well coming soon) until I can afford to buy another alien with THREE. This will put me back on the sage and dowager list. I will earn passive rewards being on these lists and I will have two aliens that can go on quests making earning a lot faster. It will still be a grind but there is a path forward.
They are also planning on allowing folks to convert claim , build and training in game tokens to THREE so you can birth another alien faster.
The paid way: I can simply put in $1 more into the game and birth another alien. It's possible I may earn enough THREE just from the birth to be able to birth another alien-if I time it right.
That also applies to the "free " method . You are paid a dowry to birth an alien and that amount is increasing over time as people build more buildings and progress in the game.
Either way I will then have two or 3 aliens that can quest and everything will move a lot faster.
I won't build anything else until I have at least 2 fertile aliens . I won't claim achievements until that point either. The amounts I need are similar enough it's better to just birth another alien then claim for now. Once I have more aliens and need more worker slots I will focus on building and claiming blueprints again.
It does take a while to earn enough THREE to birth another alien -you need $1 worth of THREE to do this. It's not impossible just a bit of a grind right now at the free member level.

Oh and just for transparency sake I did put another $1 into my $10 account because I made a mistake, that's on me. It was a simple mistake and I accidentally spent my last birthing token I hadn't planned to do. I wasn't paying attention. So the $10 account is now an $11 account. I did have enough THREE to be able to birth another alien without putting more funds into that account but that feature was not available at the time. I was not sure when it would be. It is now available.
Sometimes I am very impatient and just want to move on. Ok that's most of the time lol
The $10 is a great starter account . It gives you a lot of resources to play the game, especially if you have a good strategy like timing births and upgrades. It's a lot more forgiving than the $1 account.
