1, The deprivation of choice. In as much as we all know that charity brings fulfilment and all the other lovely things, when it is done in compulsion, it removes the same sense of fulfilment that comes with it. Take for example, if a child is forced to share their toy with someone that they don't want to share it with, in as much as the child might not want to disobey their parents, giving or sharing that toy will lead to resentment which takes away the entire idea behind charity. Now if that same child is taught and encouraged often to give out their things, even to those that might not necessarily be in need, it will be easier for them to do it on their own later in life. Which leads to my next point.
2, Instead of making charity compulsory, it should be taught to be a very normal thing to do on a daily basis. Here's why; humans are very social beings and we like to 'feel among'. When we see that others are doing it and it is normal for them we find ourselves following the norm. Even if just following is not sustainable, because charity can be difficult at times, even to those that love doing it, that following can be built on for proper understanding of charity. So that they who initially were just following will come to understand and it will become even better.
3, if charity is made compulsory, how do we truly know who should be giving and who should be receiving at any point in time? Because wether we like it or not, people can be very deceitful when it comes to things that are linked to human emotions. This is not to stir conspiracy, but not everybody on the streets are begging just to get by daily, some have turned it into a full time job. Anyone can just wake up, wear filthy clothes, and be on the streets, just to exploit the sympathy of other people. Another case scenario is that some people just believe that they should be on the receiving end at all times, no matter what they have. They are even willing to collect from those that they are better of than. Now imagine how wild it will get if charity becomes something that must be done. We will find ourselves having more receivers than givers.
