There's no way Iran can see or hit small sailing ships in the southern coastal clutter. They could take down their radar reflector if they have one and really wanted.

I should have double checked the width but it doesn't really change that much. Depending on the weather you can probably see most of the significant traffic if you've got something tall enough to stand on. But it's not easy just looking.
