God is the creator of the whole universe. He created everything beautiful and perfect and gave man the power and freedom over all other things he created.
We were given power to choose between obedience and disobedience, the one we choose will determine how our fate will be controlled. If we choose obedience then God will be in charge of our fate, but if we choose disobedience our fate will now depend on our actions.
The book of Proverbs 16:9 says: A man's heart deviseth his ways: but the Lord directeth his steps. We do not have the power of our own to direct or guide our steps, that's why we have to submit ourselves to God, obey his commandments and follow his teachings for us to be under his shield. But if we are going to go against his will and teachings, our destiny will now depend on our actions.
So the answer to this question is Yes Man's Fate is controlled by God if we will be submissive to him and obey his commandments, but if we are going to do the opposite then our fate will depend on our actions.
