A biblical perspective does not present God as indifferent to suffering, but he gave human freedom to do whatever they like. In the beginning of the world when God created man he gave us freedom to choose between good and bad.
Due the bad choices some people make is the cause of this evil in the world. Rather than constantly overriding human actions, God allows this freedom to stand, even when it leads to wrongdoing, because it is tied to genuine love, obedience, and relationship.
With all this things happening God still care about us he hears our cries and prayers how we complain to him every time. Many passages reflect that God grieves over evil and calls people to turn from it. His seeming delay in stopping wrongdoing is often described as patience, giving people time to repent and change rather than facing immediate judgment.
