Toward the end of ECW's shows, starting in 1999, a ring crew member was training to become a professional wrestler named Eric Tuttle. He later became known as "Towel Boy".
According to his Wikipedia page (https://en.wikipedia.org/wiki/Towel_Boy):
In the summer of 1999, Tuttle was hired by ECW as a part of their ring crew constructing and dismantling the ring before and after shows, In late 1999 at a house show in West Virginia, Tuttle was timekeeping the show when he was asked by Paul Heyman to get in the ring in between the matches and clean/wipe the ring ropes to make them less slippery for the highflying wrestlers like Yoshihiro Tajiri and Super Crazy. Immediately the crowd started chanting wooo wooo!, as he was doing this. Due to the crowd reaction and Tuttle's likeable backstage personality, Paul Heyman and Tommy Dreamer came up with the "Towel Boy" name. After debuting the gimmick on several houseshows during the fall of the year, On December 3, 2000, at the Massacre on 34th Street pay per view live from New York City, "Towel Boy" made his official ECW live PPV television debut interfering in a match between Tommy Dreamer and C. W. Anderson. "Towel Boy" also made a cameo at ECW's final Pay-per-view Guilty as Charged once again getting involved and helping Tommy Dreamer in his battle with CW Anderson.
The above interview clip was done in 2013 with CW Anderson. This clip has him discussing Towel Boy's getting involved in those final two ECW pay per view matches with Tommy Dreamer. However, as confirmed by these two match history resources, Tuttle (Towel Boy) never had an actual match in ECW - not even on a house show:

Towel Boy can be seen getting his reaction from the ECW Arena crowd in this video (found on YouTube) at the 35:43 mark, and multiple times again during the rest of the show. This was the final show at the ECW Arena from December 23, 2000 - and all rights belong to the copyright owners.
Towel Boy was one of many little-known personalities who connected with the ECW crowds over the years, even in very limited roles. This included fans like Dreads, the original Sign Guy (not who became Sign Guy Dudley / Lou E. Dangerously), the fans known as the Mutants as well as the Bleacher Bums, Ronnie from Atlas Security, the "Damage Control" medic team, Raven's doctor (talking about Raven's foot), and more. If you would like more information about these mentioned names or other little-known people associated with ECW (who weren't wrestlers or managers) then please leave a reply in the comments section.
Finally this video (found on YouTube, not available in all countries) at the 13:00 mark, and in the subsequent 1-2 minutes, shows Towel Boy's first televised appearance - getting involved in the CW Anderson vs. Tommy Dreamer match from December 2000:
