Pro Wrestling Illustrated ("PWI") awarded its Manager of the Year Award from 1972-1999. The only manager from ECW to win it was Bill Alfonso; and he was in contention for the award in 1996, 1998, and 1999:

His work in 1997 in ECW gained him tremendous connection with the crowd, mainly as a "heel" manager. He had his famous match at the ECW Arena with Beulah, and he was part of the double-turn post-match angle after the first of the co-main event matches (Sabu vs. Taz) at ECW's first PPV. That was on April 13, 1997 at Barely Legal.
This quote about his work in ECW is from TheSportster.com:
During a feud with Sabu, Alfonso would turn against Taz by aligning with his bitter rival in a shocking twist. Cast in this new role, Alfonso did more than just serving as an in-ring manager, as outside the ring he also managed Sabu's personal finances. Arguably the most famous part of his time with ECW would come in the form of Alfonso's partnership with Rob Van Dam, who he would lead to the longest ECW World Television Championship reign in the history of ECW. For his work as Rob Van Dam's
manager, Alfonso would win Pro Wrestling Illustrated's Best Manager Award in 1997.
