Did you ever see a building dance?
It happens occasionally. If you keep your eyes peeled, when you least suspect it, they start to groove.
But I'll tell you a secret: it helps if you are using a cheap camera with a cheap sensor, such as what you find in all mobile phone cameras. It also helps if you spin the camera as you are taking the photo. The cheap sensors in these cameras only record the data one line at a time, so you can get strange effects like this if you move it before it has finished recording all lines.
Do be careful though; don't drop your phone while you are spinning it.
Do it right, and the world starts to play.
