This is a very cute small insect, that I would mostly overlook if only it stays hidden in between the leaves. But lucky he seems to like to be seen and then stay almost on the tip of the leaf he stays into.
This is Bikasha collaris a species of flea beetle which come from Chrysomelidae family according to inaturalist. And they are considered beneficial, to control the invasive tree species of Chinese tallowtree.
I would never thought that he will be beneficial considering the his small size, but it seems that size doesn't matter in this case. He has a yellowish-red colored head, with a black body.
