Hello to everyone in the Rant, Complain, Talk community. This is my first post here today. I usually try to post as many positive things as possible on HIVE. However, what I want to write today is not going to be positive in any way😣 It will be a complete complain, but I would be happy if you could hear it.
I am Japanese and my family of four lives in a rented apartment in Tokyo. It has been 9 years since we moved here. I like the location, the layout of the room, the rent, etc., but there are some ill-mannered people living in the same apartment as us, and this is the source of my frustration.
Last year, I believe it was around this time of year, an old sofa was left in the garbage dump for weeks, which made me uncomfortable (the rule is that large items of garbage, such as furniture, should be reserved for pickup in advance and placed in a designated area on the day of pickup). Also, the thumping vibration from the floor below us continued every day, and my second son once said, "I want to move out...". The vibration has lessened recently, so I don't need to talk about that issue anymore, though.
This is what I have been struggling with lately👇
This is the roof of a small building (some kind of facility) located in the parking lot of our apartment building. This building is one story and we can just see this roof from the upstairs hallway where we live. At first, there were only one or two paper cups of convenience store coffee lying around. Then three or four more were added, and plastic bottles, cans, and even cassette stove cylinders began to be thrown away.
The management company comes once a week to clean the apartment, but they do not clean this area. To clean this area, they have to either hang a ladder from below or jump from the second floor hallway, which is a hassle and probably dangerous. So the trash just keeps piling up. Just as I am about to open the door to go out, I see this scene, and every time I see it, my mood sinks.
The same thing happened a couple of years ago, then my husband jumped onto this roof to clean up the trash. I am wondering if I should ask him to do it again this time (or if I should jump onto it myself).
I have no idea when or who is throwing it in. I know that talking to the management company about this will not help. I talked to them several times last year when we had a noise problem. But all they did was post a letter of caution for all households. But it's useless because people who bother others with impunity don't see such letters in the first place, or if they do, they don't think it's about themselves.
If I see someone walking around the apartment with a 7-Eleven coffee in their hand, I'm going to mark them down for now. I won't say anything directly when I find out who the culprit is, but I am very interested to see what people who do this kind of thing with impunity look like.

今の部屋に引っ越してきてもう9年になります。立地や部屋の間取り、家賃などは気に入っているのですが、同じマンションの住人にマナーの悪い人がおりそれが悩みの種です。
去年も確かこの時期、古いソファがゴミ捨て場に何週間も放置され不快な思いをしました（家具のような大きなゴミは、事前に回収の予約をして当日に指定の場所に置くルールになっています）。また下の階からのドスンドスンという振動が続き、次男が「引っ越したい・・・」と言い出したこともありました。最近は振動は少なくなったので、その件についてはもういいのですが。
最近の悩みの種はコレです。
マンションの駐車場内に設置された小さな建物（何らかの設備）の屋根です。この建物は一階建てで、私たちが住んでいる二階の廊下から、ちょうどこの屋根が見えるんです。最初は、コンビニコーヒーの紙カップが1つ2つ、転がっているだけでした。それがいつしか3つ、4つと増えてゆき、ペットボトルや缶、ついにはカセットコンロのボンベのようなものまで捨てられるようになりました。
管理会社の人が週に一度清掃に来てくれますが、この部分は掃除してくれません。ここを清掃するためには、下から梯子を掛けるか、2階の廊下から飛び移るかしなければならないので手間だし、危ないのでしょう。だからゴミは溜まっていく一方です。ちょうどドアを開けて出掛けようとするとこの光景が目に飛び込んでくるので、その度に気分が沈みます。
2～3年前にも同じようなことがあり、夫がこの屋根に飛び移ってゴミを掃除したことがありました。今回もまたお願いしようか（それとも私が自ら飛び移るべきか）考え中です。いつ、誰が投げ入れているのか全く分かりません。
管理会社に相談したところで、何の解決にもならないことは分かっています。去年の騒音事件の際に何度か相談しましたが、全世帯向けに注意のお手紙がポスティングされただけでした。でも平気で人に迷惑をかける人たちは、そのようなお手紙は端から見ないか、見たとしても自分のことだとは思わないので無駄なんです。
セブン・イレブンのコーヒーを手にマンション内を歩いている人がいたら、とりあえずマークだなと思ってます。犯人が分かったところで直接何か言うことはしませんが、平気でこういうことをする人がどんな顔をしているのか、それはとても興味があるので。
