It is an interesting idea. I don't know if centralized law systems work very well though. They tend to be corrupted.
Can be decentralised, but a central place for dossiers.

What kinds of content do you curate based on someone being "doing good to HIVE." What are some things you look at to determine if someone is a good user?
Ooffff, that isn't easy, but I try.
Below is for my curation with the Curie powers I have. It started out as a community vote power back in 2017, for the music segment. By now, I vote any type of topic, but still go through the music communities and tags most of the days.
- Engagement is important to me: I look at post/comment ratio plus type of comments ('thank you' comments don't count)
- Content topic and opinions: doesn't matter to me, I curate almost any topic
- Post writeup: I look for personality and I like to see users own thoughts, opinions, ideas - I like to see text, writeup
- Styling: I like to see a bit of effort
- Blog channel: I like to see variation in posts (but this isn't an important one for me for curating, however, posts should be unique, ie not much of the post being a copy with some extra added each new one)
- HP: someone who is rock bottom all the time, I skip, mostly (depends on region of the world the user is from)
- Post value (current): Plays a role, but I do vote for posts with higher dollar value when post/user deserves it
- Post value in Blog channel: when constantly high, I tend not to vote, but depends - great posts still get my vote
Added to that, I may vote for users I know they do (good) things behind the scenes, outside of their blog/comments. For these, I may lower my expectations for their posts. Doesn't happen too often, but it happens.
Having said all that, I not always follow all the above. It depends. It can happen I like a post, but it is of 'low' quality, whatever 'quality' objectively may mean. If I have little time, I go more or less safe and go into communities and tags I know very well the users past behaviour.
For long, I wanted to create a post to start a discussion on curation. I never done this. Perhaps the above is a starting point ππΆ
The thing is, for each post and user I (can) have an opinion what I like, what I don't like, what I think is good for HIVE. To make general statements, like I did above, is difficult, since variations to what I wrote above may result in a vote still, or a no vote.
I am an idealist, especially for HIVE. I think we need content that has substance in one or the other way. Content that shows the writer made a real effort. I think, that could be our niche.
HIVE could do with any type of content, even the one photo ones, but we are so small as a community. We can't be all over the place. I do think we shall find our niche (until we grow much bigger) in quality, personalised and when possible, thoughtful content (in any emotion, including humour, much humour), where users make a real effort.
For instance, I don't like the microblog services. And even when I would say, ok, why not: We have 3 or 4 of those! WTF? With what? 2k active users or something? Many of them pushing low quality content anyways (I mean normal posts)? Oops, I should keep it all positive, not working towards a rant comment π
Having read all of that, what are your thoughts?
