Getting people to actually talk is a good idea. More focused conversations definitely go a long way. Better discussions should be rewarded. A good discussion with thoughtful comments (including botted downvotes peppered throughout from a completely uninvolved party) shows that we can have that desired community and it shows the absurdity of those looking to get in the way of it.
