Pushpa Kamal Dahal demanded the post of Prime Minister after the election results were announced. But the NC, as the largest party in Parliament, refused to accept it. Dahal then tried to get the support of UML and RSP. But a few months later in March 2023, he formed an alliance with the party by agreeing to elect NC leader Ramchandra Paudel as the president. Two other smaller groups also joined this alliance. This forced CPN-UML to sit in the opposition party. It is said that Dahal, NC President Sher Bahadur Deuba and CPN (Unified Socialists) will take turns to lead the government. But after just one year, Dahal unilaterally broke the alliance.
The second tier leaders of the Maoist party realized that Prime Minister Dahal had become unpopular. They suggested contacting CPN-UML. On the other hand, the UML leaders were also proactive in breaking the NC-Maoist alliance. When they proposed forming a new alliance, Deuba rejected it. At the same time, the second-tier leaders of the Maoist and UML parties felt the need to mobilize communist parties in competition with the RSP and other emerging political forces.
