The Hive community has recently discussed and debated the current HBD APR. We encouraged our community to read the posts from gtg, anomadsoul, ausbitbank, deathwing and others.

Pizza.witness represents the HivePizza community. And we have had a standing poll at https://polls.hive.pizza/#2 since May 7th, 2023. The current poll results show that a majority of stake signals for 15% APR. As such, we are adjusting our witness parameter to 15% APR for HBD savings. If you disagree with this and hold PIZZA tokens, I encourage you to vote on the poll or discuss it with other voters in the HivePizza community discord. There is a channel reserved for larger PIZZA holders to have such discussions.

Currently pizza.witness ranks #36 in the witness list, making our witness a backup witness. We have only a minor influence on the actual HBD APR. The APR is calculated as a median of the 21 witnesses (20 consensus witnesses + 1 backup) involved in the round. Backup witnesses are rotated every block, so our parameters only come into play occasionally when pizza.witness is scheduled for participation. Nonetheless, some voters are likely voting for pizza.witness because they favor the 20% APR, and we expect to lose some votes when we change from 20% to 15%. This is governance in action.
A note about Pizza Polls
I think pizza.witness is unique because we have an on-chain poll where our community can influence decisions such as the witnesses' HBD parameters. Pizza Poll is itself an interesting piece of software. We wanted something like DPoll but integrated with Hive-Engine tokens to measure the results based on staked PIZZA token balances. The polls are on-chain posts, and the votes are on-chain comments. When a vote is cast, a notification is sent to HivePizza Discord. The intent is for active community members to discuss and make decisions collectively. Participation is voluntary.
