As with most government efforts, Milk done "legally" is process so much it is not longer good for food. When milk is homogenized, critical molecular structures are fractured. These molecules are difficult, at best, for the body to process. These poorly processed fat segments end up depositing on artery walls in the form of plaque, which in turn reduces the fluid handling ability of that artery. This process is NOT for safety, it is for purely cosmetic reasons so the milk will "look better" by staying mixed. So we generate a damaging drink, for questionable reasons, and use the force of LAW to make people drink it, "For their own Good"; which later causes serious medical problems!
While we can agree there are advantages to pasteurization, IF the cow giving the milk is sick; there is NO similar argument for homogenization! It ultimately makes milk into a poison, and few people understand this! This practice is one of the major contributors to the need for Angioplasty. The science is understood, the results are clear, so why are we still allowing this dangerous process to continue?
