Another excellent article by Joel Kotkin (https://www.city-journal.org/html/california-economy-16076.html) describes conditions in California today similar to apartheid South Africa or the pre-civil war South. With 3/5 of the population already non-white, poverty rates among blacks and latinos are growing (28% of blacks, 1/3 of latinos) and education achievement is stagnating. Calif is 49th in National Assessment Educational Progress as more and more middle class people leave the state. So much for the triumph of progressivism.
