30 Sept 2018 Aquarius NGO “Ghost Ship” Flagless for Second Time in a Month
There’s some poetic justice now that disgraced and de-flagged NGO ship, Aquarius 2 (A2) – formerly simply ‘Aquarius’ – is steaming through the Strait of Sicily towards Marseilles. The ship is making a steady 9 knots, SW of Sicily on its way to the French coastal city. Early today, under beneficial sea conditions, A2 finally left Maltese waters after 5 days of waiting for a break in the weather. Calm seas were a pre-requisite for the tricky ship-to-ship transfer of the 58 illegal immigrant passengers to an Armed Forces of Malta (AFM) patrol boat. Because of maritime law surrounding Panama’s decision to remove the Aquarius 2 from their ship-registry stipulates that the ship must stay at the first port in which it docks until a new flag is found or another remedy supplied, the crew of the NGO vessel had essentially found itself reaping what they had sown.
A storm of bad circumstances has followed this "humanitarian aid ship," regardless of name changes or re-flagging, wherever it sailed. The Aquarius 2 has incredibly lost its second maritime flag in only a month’s time. While this is probably some kind of world record what is more startling is that parent NGO company, Doctors Without Borders, secured offers of sanctuary for its illegal immigrant passengers by four Western European nations, just 5 days after asking. This same humanitarian spirit was noticeably lacking this last August, as brought you the saga of the Diciotti. In that instance, Germany, France, Portugal and Spain saw no apparent need to intervene, letting three times as many “migrants” languish for a full 10 days in the cramped confines of an Italian coast guard vessel.
Only Ireland and Albania came to Italy’s aid, through a deal brokered by the Catholic Church, leading some to wonder if the actions of Italy’s Western European neighbours and supposed allies and the NGOs are truly humanitarian in nature, or purely politically motivated.

NGO Ships Popularized Deck Transfers of Illegal Migrants Into Europe
Many are by now familiar with the shenanigans of the NGO ships, which have become somewhat of a joke in their claims that they’re simply “rescuing migrants” off the coast of Libya. Anyone who has been lucid for at least a portion of the past 7 years knows that what has really been going on is that the NGO ships perform the second phase of the sea journey – and the 4th phase of what has aptly named “The Migrant Relay Race” (article pending) – for illegal migrants who’ve crossed through sophisticated smuggling ratlines that merge in Libya, before sailing through the Central Mediterranean human trafficking route towards the Utopian shores of Europe. They are there to provide the catalyst for the next part of the operation, which frequently involves a suspiciously under-documented process, called a deck-transfer, to European naval vessels, for the the final stage of the illegal migrants' journey. This process happened conveniently off-camera in the case of the Italian Diciotti Coast Guard ship, leaving the public in the dark as to critically important details about that interaction - which turned out to be an international mega-story. Left out were the names of the ships or small vessels involved in the highly dangerous deck-transfer to the Diciotti ship, country they were flagged to, and the exact location on the Libyan beach they departed from. Also notably absent in the minor details released by the usual newswire services is whether there was an NGO ship among the chain of custody.
A deck transfer also happened today involving the star of the story. Is anyone else fond of patterns?
Quick Facts Surrounding the Aquarius 2.
First, it was formerly just named the Aquarius. The NGO had previously found itself in a curiously similar situation, which would serve as the foundation of what would soon emerge as a pattern. It was de-flagged by Gibraltar Maritime Administration because, although registered as a “survey vessel,” the crew of the Aquarius has instead been conducting primarily what it called "search and rescue missions." Aquarius 2 and its predecessor have been troublemakers in the region for Europe and Libya, as the vessel was known to creep around the Libyan coast, and fabricating all kinds of falsehoods as the crew picked up hundreds of trafficked illegals from the water, then demanded that countries in Europe - that they didn't belong to - accept them for asylum. (Why didn't the crew just take them home with them? It's the humanitarian thing to do!) Next, it was slightly renamed to Aquarius 2. The Panamanians were willing to give them a chance. In the latest incident the dishonest media paints Italy's political leadership as having unfairly treated the NGO by pressuring Panama to remove their flag and interfering with their ability to conduct missions. In fact it was the quite the opposite. Most recently A2 had been back at it, hindering the work of the Libyan Coast Guard, ignoring instructions from the lawful authority, the Joint Libyan Rescue Coordination Centre, to transfer the survivors onto a Libyan patrol boat.

In what can only be interpreted as a bald-faced lie by virtue-signaling drama school graduates, representatives from the SOS Méditerranée and its parent NGO organization, Doctors Without Borders (MSF) claim (and the media pushes) that as a result of them not being able to conduct their “missions,” hundreds of men, women and children would surely perish. Besides having an unwarranted high opinion of themselves, they left out the part about the vast array of more capable, properly trained ships and crews conducting operations in the Med - some specifically in the Central Meditrerranean Sea. We have Operation Sophia (EUNAVFOR), a multi-nation contingent of naval power in its 3rd year of operation who perform SAR with their planes and helos, Frontex, assorted European Coast Guard and Navy ships, and the EU funded fleet of Libyan naval vessels who control a large area that runs outside of their sea boundary and forms their SAR, or search and rescue area.

It is into this SAR area that Aquarius2 traveled to pick up 11 illegal migrants on Sept 20. According to the Tunisian Monitor Online, Since they had plucked their passengers from Libya's SAR, they clearly are at fault for not complying. Within just 5 days since the NGO ship lost its Panamanian flag, the Libyans had demonstrated their proficiency by rescuing the hundreds of “drowning victims” that the leadership representing the Aquarius had, in their self-proclaimed superiority, claimed was something only they were capable of. Unlike the NGO ships, who would often encumber European naval vessels with hundreds of illegal migrants through a deck transfer (recall the Diciotti), the ever-vilified, yet awkwardly European-equipped and trained Libyan CG did their northern neighbours a solid by repatriating their rescued passengers to Tajoura, Libya.
After imposing regulations that many deemed to be unfair, dangerous and detrimental – such as the legal loophole that allowed the Aquarius 2 and other NGOs to pick up trafficked illegal immigrants hailing from all parts of Africa and beyond in the waters just miles from the Libyan coast – yet telling even Libyans that they couldn’t return those same law breakers to the very same shores “because it’s unsafe,” it is only fitting that - hypothetically - “the last ship” of the fleet of Aqua-Uber migrant ferries finds itself surrounded by land, yet prevented from safely harboring anywhere within it and facing enforced restrictions on their freedom of movement.
Bon Voyage, Aquarius 2. We'll be watching for the media coverage when you invite some of the tens of thousands of illegal migrants - and, of course, they're extended families - into all of your houses. Forever. It's the least you can do, after what you've done to Europe.
