Of course the polititions are working on international agreements on Internet governance, don't know how far they have reached but all online activities are taking place in nations with laws, including those of business and labour.
You can't give work that violate American minimum wage and other labour laws to American citizens or those of other nations but unfortunately that is going on because Internet is relatively new and not scrutinized and users don't know their rights when it comes to cyberspace.
