Technically speaking, the creation of Nigeria was the result of an order-in-council made by the British government. It was a measure that Lugard had lobbied for with the invaluable existence of Lady Lugard, the former colonial editor of the London times, the newspaper of Britain's top people. Her network of connections was impressive. The key person who had to be convinced about the creation of a new colony was the Secretary of State for the Colonies, Lewis Vernon Harcourt, today little remembered although his name is carried by Nigeria's Oil leading town, Port Harcourt. One thing that nearly all Nigerians can probably agree on is that the foundation of their country was the result of a decision carried out solely in the British interest. "God did not create Nigeria", a later politician quipped. "The British did".
