Antecedents
From 1964 to his arrival to Tocuyito, José Freijeiro, already had initiated a musical activity conforming groups of bagpipes, aguinaldos and parrandas in his residence, (of free way), in the breast of his home, where at present works the School of music, only with the end to “occupy” to the young children of his neighbours in an activity that kept them far of the alcohol and the drugs.
The Technical School of Music Vicente Emilio Sojo, founds afterwards of a long process of convergence between need of complementary activities to the formal Education and of healthy environment in a rich Municipality in History, and human resources in what to the cultural refers , his antecedents trace back to the year 1970, when by initiative of the directors of the Club of Lions Valencia– Tocuyito, founds the first School of Music of Tocuyito, (School of Music Joaquín Quintero), to charge of the teachers. Pedro Ochoa Hernández and José “Pepe” Freijeiro Fernández. The school that worked in the street Sucre of Tocuyito, near of the Municipal cemetery of Tocuyito, until the year 1976, but the closing of this first school never detained to “Pepe”, in his free time, devoted to educate to his boys in the beautiful art of the music.
The Technical School of Music Vicente Emilio Sojo, has been the cradle of a lot of musicians that have harvested triumphs to national level like international, as for example René Henríquez, Daniel García in United States, Vicente Freijeiro and Gerardo Estrada, to world-wide level, Dalina Ugarte in Germany, between many others.
Mission:
It constitutes a work of social action that roots in the own community, of total inclusion consecrated in the training in values, cultural, morals and ethical from the infancy going through the youth and including to the adults and greater to the instruction and the collective and individual practice of the music, devoted to the qualification, prevention and recovery of the most vulnerable groups of the country, so much by his ethereal characteristics as by his socioeconomic situation, taking like example of social organization to the musical grouping of greater number of members and the best example of social organization.

This institution is example of the true endogenous development, as it is born of the need of a community, that found in this institution a source of harmonious work in profit of all a community with sense of belonging that does of this a solid institution and that has showed that in the union is the strength, since it has achieved scalar the highest levels in his style defeating the obstacles of his geographic location, of the low average of acquisitive power, the problems of transport and security that confront, without explaining other own problems of the social surroundings of this community.

Foundation Symphonic Orchestra Libertador
It was founded in 1991, with the name of Symphonic Orchestra Vicente Emilio Sojo, but in 1995, changes of name, in honor to the nascent Municipality Liberator that was in process of creation. IT is an initiative of a group of professors with social and artistic sensitivity to give answer to a need that had detected a big group of the population of Tocuyito, as it was the absence of activities of recreation and of crop of the arts in this community.
