How can I configure IPFS to block unwanted content?

There are several ways I would like to configure my local IPFS server:

1. set a maximum file size that it will fetch from the P2P network
2. set a blacklist of known illicit material (where can I find such lists?)
3. set a whitelist of known good material
4. restrict fetching to items that I have pinned

It seems like documentation on how to configure IPFS properly is relatively sparse. Perhaps Steem can motivate some people to provide quality support.
