Sealed Documents

I was told I could receive court documents pertaining to a case in which he was the victim of a horrific crime. I understand they can be sealed but was told when the investigation and court hearing was over, I could review and/or see them? However, the detective now says he can't because they are sealed. Although other friends from the legal system and police dept are saying that isn't true.
