If you're curious about why I have been flagging #kr posts recently, hopefully this provides a little context.
As you can see by the images below, Korean posts are routinely receiving $2-3 reward per VIEW of their posts. Rarely do they have more than a couple comments and it's plain as day these posts are being regularly upvoted by the same people just to reward the Korean community. Now, I see no problem with rewarding your friends, I do the same! The difference is that I don't go whining about flags that negate bullshit votes.

Anyone can flag any post to reallocate the rewards.
This is how Steem works.

As you can see from my vote history, I am not targeting Korean posts, however, they are currently the largest offenders reaping large rewards for posts that have little to no value (in my opinion). If anyone notices any posts with large rewards that just don't make sense, feel free to shoot me a message!
