I think that it was supposed to be a counter argument? I listened to it for a few minuets, but turned it off after I realized how lame it was. C.B.S. choose to air a speech by representative Joe Kenedy (from Massachusetts). C.B.S. decided to label the speech as a rebuttal to the state of the Union address.
