Our country needs to focus on education . Only education can prevent things from being at this scale . Also i dont see a problem in setting up the institutes cause it will enable to train more professionals and there is huge demand of plastic surgery professionals (dr , nurses) both home and abroad . Also national institute can collaborate with other agencies to formulate preventive guidelines at different levels.
