সুবিধা বঞ্চিত শিশু মানে কি? আমি মনে করি সুবিধা নানা রকম হতে পারে কিন্তু অধিকার নানা রকম হয় না। যেমন স্কুলবাস একটি সুবিধা। এটি সব স্কুলে নাও থাকতে পারে। জেনারেটর একটি সুবিধা। এটিও সব স্কুলে নাও থাকতে পারে। কিন্ত শিক্ষক, ব্ল্যাকবোর্ড, চক, ডাস্টার, টুল, টেবিল এসব সহ প্রয়োজনীয় শিক্ষা উপকরন থাকতেই হবে। কারন এই বিষয়গুলো অধিকার। সুবিধা বঞ্চিত শিশু এই শব্দটির বদলে আমি বেশী স্বাচ্ছন্দ্যবোধ করি অধিকারবঞ্চিত শিশু এই শব্দটিতে। আমাদের সমাজে আমরা নানাভাবে অধিকারবঞ্চিত। এই বঞ্চনা আমাদের গা সওয়া হয়ে গেছে। ফলে আমরা এখন আর অধিকারহীনতা নিয়ে মাথা ঘামাই না। আমাদের মস্তিষ্কে সেনসিটাইজেশন নামে একটি প্রক্রিয়া আছে, যার মাধ্যমে একটি ঘটনা বারবার দেখতে বা অনুভব করতে করতে সেই নির্দ্দিষ্ট বিষয়টিতে আমাদের কোন প্রতিক্রিয়া হয় না। যেমন রাস্তাতে পংগু মানুষ দেখতে দেখতে আমরা অভ্যস্ত হয়ে গেছি। অথচ এমন মানুষ কোন উন্নত দেশে রাস্তায় দেখা গেলে তাদের দেশের নাগরিকেরা কান্নাকাটি করে অসুস্থ হয়ে পড়বেন কারন সেখানে এটা রোজ দেখা যায় না। আমরা আমাদের দেশে এসব দেখে দেখে এতোটাই অভ্যস্ত হয়ে পড়েছি যে এখন রাস্তায় বিকলাংগ ভিখারী না দেখলেই আমরা অবাক হয়ে যাই।
শিশুদের অধিকারগুলি কি? প্রতিটি শিশুর সঠিক পরিচর্যা ও নিরাপত্তা পাবার অধিকার আছে। তার জন্য অন্ন, বস্ত্র, বাসস্থান, চিকিৎসা, শিক্ষার নিশ্চয়তা দিতে হবে এবং রাষ্ট্র তার জন্য বয়স ও সময়োপযোগী আইন করবে যাতে তার কোন অপরাধমূলক কর্মকান্ডের জন্য সে অনুপযুক্ত সাজা না পায়। তাকে কোনভাবে শারিরীক, মানসিক বা অন্য কোন রকম নিবর্তন বা নির্যাতনের শিকার হতে দেয়া যাবে না এবং তাকে স্বাধীন ও মুক্ত পরিবেশে বড় হতে দিতে হবে। তার জন্ম নিবন্ধন, মা বাবার সাথে থাকবার সুব্যবস্থা, নিজ ধর্ম বেছে নেয়ার স্বাধীনতা সহ নানা রকম বিষয়াবলী আছে যা শিশুর অধিকারের অন্তর্গত।
