This is the Rainbow Harbor Lighthouse located in the Shoreline Aquatic Park in Long Beach, California.
It is one of two fake lighthouses build in Long Beach Harbor as tourist attractions. The second is Parkers' Lighthouse Restaurant located across the channel from the Rainbow Harbor Lighthouse. In the picture below are both lighthouses, the Rainbow Harbor Lighthouse is on the left and on the right is Parkers' Lighthouse Restaurant, easily distinguished by it's red tile roof.
There is a third lighthouse in Long Beach Harbor. The functional Long Beach Harbor lighthouse, built in 1949, is located further out in the shipping lanes of the harbor and is unmanned. It provides a light, radiobeacon and foghorns and is controlled remotely.
