A baby is born of small weight either because it is born too early that is to say prematurely or it did not grow sufficiently during the pregnancy. When the baby is born before 37 weeks of pregnancy, it is premature (too early) since a normal pregnancy lasts an average of 40 weeks (37 to 42 weeks). The fetus does not have time to reach a normal weight of a baby at term. When a full-term or premature baby has not grown enough during pregnancy, it is said to have intrauterine growth retardation (IUGR) or is small for gestational age. During the 1970s and 1980s, the birth rates of small weights declined significantly but since the 1990s we have seen a rise in this rate as well as the rate of premature births.
