However, to achieve that target, the bill would need to be passed by May 1 at the latest, which is unlikely based on the current pace of the Senate's work.
The looming delay is set to be announced later on Tuesday when the federal ministers of Health, Justice and Public Safety appear in front of a special session of the Senate to defend their plans to lift the 95-year-old prohibition on cannabis.
Government officials said the actual timetable remains in flux, given the need to pass Bill C-45, implement new regulations and ensure that the industry is ready to comply with the complex requirements.
According to the bill, the date on which cannabis is legalized will be determined by the governor-in-council (in the form of a cabinet decision) after the legislation receives royal assent.
Ugh, while this won't actually affect me since I have legal access to marijuana under the federal medical program I was still looking forward to celebrating this July 1st Canada day as the day we federally legalized recreational marijuana. It was going to make for an epic celebration.
We are still going to get legalization and it will still be a shit show at launch and the provincial attempts to monopolize sales with crown corporations is just going to further empower the black market. Then there are the bans on public consumption and total lack of gathering places where it would be allowed.
It will take another 5 - 10 years of adapting the laws to reality.
