Created using GIMP
Created with the usual shit necessarily for GIMP. Started with a GIF clip from a certain movie. I'm sure you recognize it. First I started by unoptimizing the GIF. Since it's greyscale I didn't bother to switch from indexed color mode to RGB. Normally that's required to ensure whatever color you're using for the text isn't off of what you want it to be. If I were using pink or whatever, I would need to do that, for example. But it likely already has that. After unoptimizing the gif, I wrote my text, converted it to a path, turned my path to a selection, then grew that selection and created a new layer and filled it in with black. Then I moved that black fill behind the text, to give it that outline effect, because GIMP doesn't have text effects, like any sane piece of software would. I then flattened the text layers and duplicated them to above every layer of the gif, then flattened them down to every layer. Then I re-optimized the GIF and exported it.
Then I realized I had accidentally fucked something up, and had to go back to where I flattened all the layers, since somehow I clicked the wrong thing or something and there wasn't text on one of the layers.
