Natural significator is same for all horoscope ( in some case its different for male and female ) BUT functional significator differ from horoscope to horoscope as per the placements of the planets in that horoscope.

In vedic horoscope the 5th cuspal sublord ( 5th house in traditional astrology ) rules the intelligence and mental clarity of a person.
The 5th cuspal sublord and its significances will not be same for all horoscope. It will differ from horoscope to horoscope.
In my understanding the 3rd cuspal sublord / house also play an important role as it rules communication. If a person is intelligent but can not communicate well then his intelligence will go waste.
Natural significator’s contribution is very less than that of functional significator.
For example if the natural significator denies an event and the functional significator signify the event then in this case the event will definitely happen but with delay or difficulties.
If the natural significator signifies an event and the functional significator deny the event then in that case the there will be a movement for that event BUT the event will not happen.
There are other parameters like delivery of the event which is also a very important factor which also play a vital role in giving and denying an event and it will vary from horoscope to horoscope.
There are many more parameters that also have their importance in activating of the event is the transits of the planets.
Now while reading a horoscope an astrologer studies the promise of an event be, it good or bad as per the placements of the planets of that horoscope.
If it is a promise, then only an astrologer proceeds further to study the timing of that event.
So it is understood now that the traditional believe about mercury affecting a person's intelligence and mental clarity is not absolutely correct. It’s the 3rd and 5th cuspal sublord which is the functional planet plays the vital role in shaping one’s intelligence and mental clarity.
We can also take moon for mental clarity, but lets not make the topic so jumble, lets keep it simple for understanding. There are lot many things to study before coming to conclusion.
