The payouts in Steem Dollars were halted due to the dropping market cap of Steem. Instead of splitting the liquid rewards into SD and Steem, it has been paying out in only Steem. When the market cap returns to a higher level, the SD payments will resume. That should actually start very soon, if it hasn't already.
