Somehow, America currently has the most skilled and available people, yet on the lower scale of business attractiveness indexed. <<latter link is PDF download A.T. My idea is to conscript & employ unemployed Americans (technically 1/4-1/3 of populace) to recycle plastics, form plastic extrusion housing villas for impoverished and MIC-destructed nations to reduce our national debt (specifically the debt held by the public) - thus reducing the growing refugee crisis, economic migration and (possibly, with it) sleeper cell terrorism (politically-motivated violent extremism).
While Americans are doing the humanitarian work across the globe - the sovereigns and citizens of other nations will be educating their own populace while designing more suitable architecture for the given climate and culture. I do not believe there will not be factional, ideological disputes and people trying to take advantage of situations between already existing militant forces, material disparities & (ethnocentric) Americans - so the deployment of our armed forces will be to use the hierarchical structure of office and duties to maintain civility, accountability, contract and protect whatever we happen to import to achieve entails.
This would be a new declaration of independence (civilian/military co-ops) for the New World - which is seemingly stagnating to the corruption of the Olde.

IF NOW – AND THIS IS MY IDEA – THERE WERE, INSTEAD OF MILITARY CONSCRIPTION A CONSCRIPTION OF THE WHOLE YOUTHFUL POPULATION TO FORM FOR A CERTAIN NUMBER OF YEARS A PART OF THE ARMY ENLISTED AGAINST NATURE, THE INJUSTICE WOULD TEND TO BE EVENED OUT, AND NUMEROUS OTHER GOODS TO THE COMMONWEALTH WOULD FOLLOW. THE MILITARY IDEALS OF HARDIHOOD AND DISCIPLINE WOULD BE WROUGHT INTO THE GROWING FIBER OF THE PEOPLE, NO ONE WOULD REMAIN BLIND AS THE LUXURIOUS CLASSES NOW ARE BLIND, TO MAN’S RELATIONS TO THE GLOBE HE LIVES ON, AND TO THE PERMANENTLY SOUR AND HARD FOUNDATIONS OF HIS HIGHER LIFE.
