That's a very interesting idea and I'm not totally clear how that would work but it certainly has potential. I don't know that Steem is the vehicle for what you're describing but I'm not eliminating it either; nevertheless a cryptocurrency based crowdfunding platform is an idea with legs I'd like to see materialize in the near future.
