Liomar Acosta is a singer known as Neutro Shorty who was born in July 1993 in Caracas, Venezuela.

After these musical successes Neutro Shorty made a collaboration with The Cypher Effect in Spanish which obviously was based on a FreeStyle which gained a lot of success quickly.
Thanks to this Neutro Shorty to this day expanded much more through Latin America and Venezuela. Seeing that this FreeStyle was very successful decided to take an official theme based on the style of the Cypher.
